in support of the Space Physics Division, Geophysics Directorate,
Phillips Laboratory (PL/GPS) to provide engineering support of the
integration (into its host satellite), on-board testing, launch, and
early on-orbit operations for two Compact Environmental Anomaly Sensor
(CEASE) experiment spaceflights. These R&D activities are a follow-on
to the research, development and flight-unit fabrication and test of
CEASE currently performed under Contract F19628-90-C-0159 with Amptek,
Inc. of Bedford, MA. For two spaceflights of CEASE, the effort shall
include, but not be limited to, the following: 1) Carry out all the
documentation tasks to implement a spaceflight such as the Experiment
Requirements Document (ERD), the Interface Control Document (ICD), and
Flight Operations Requirements Document (FORD) based on knowledge of
CEASE's instrument characteristics and flight demonstration
requirements; 2) Support all payload-satellite information exchange
meetings such as the Experimenters Working Group (EWG) meetings; 3)
participate in all experiment integration and functional testing
including correcting all CEASE deficiency discovered in, or caused by,
the integration and testing; 4) participate in the host-satellite
environmental testing (EMC/EMI, shock and vibration, extended thermal
vacuum) including repair of any damage to the CEASE instrument that
might result from such tests; 5) participate in various satellite
mission rehearsals; 6) support early on-orbit operation of CEASE aboard
its host satellite. This effort will require support at the
host-satellite contractor's plant, the satellite environmental-test
facility, the satellite launch facility, and the satellite mission
control facility. Interested potential sources should respond by
indicating their ability to meet the following screening criteria, all
of equal importance. Demonstrate existing capability to: a) Provide
the necessary inputs for the ERD, ICD, FORD and other required
spaceflight documentation based on a thorough knowledge of the CEASE
instrument, b) Support the EWG and other related meetings based on a
knowledge of what is needed for experiment-satellite integration/launch
cooperative efforts, c) Support the integration of the experiment into
the host satellite and its on-board testing, including experience in
fixing experiment deficiencies detected, d) Support host-satellite
environmental testing, e) Repair damage to the flight instrument
resulting from any environmental testing, f) Taking part in
mission-operation rehearsals, including the ability to address
simulated contingency operation scenarios, g)Plan and document early
on-orbit operation of the flight experiment. Period of performance will
be thirty-six (36) months beginning in the 2nd quarter of FY96, with
the possibility of necessary extensions due to ''non-CEASE caused''
delays in satellite integration and launch. Offerors interested in

MA 01731-2818. Information on file at ESC/BC must be supplemented to
document the capabilities in the above stated areas. Organizations not
registered must submit complete qualifying information. Offerors
should list persons from customer firms whom the Air force may contact
to verify applicable work experience and performance. Firms should
also indicate their status if qualified as socially or economically
disadvantaged. Each offeror responding to this synopsis is requested to
submit with its reply a name and telephone number for a point of
contact. The Government will solicit those firms meeting the screening
criteria in this synopsis. Organizations responding to this sources
sought synopsis will not be notified as to whether or not they meet the
screening criteria. Any offeror initially judged to be unqualified will
be provided a copy of the solicitation upon request and any offer such
a firm might submit will be evaluated without prejudice. An Ombudsman
has been appointed to hear concerns from offerors or potential
offerors during the proposal development phase of this acquisition. The
Ombudsman should only be contacted with issues or problems that have
previously been brought to the attention of the program manager and/or
the contracting officer and could not be satisfactorily resolved at
that level. The Ombudsman does not participate in the evaluation of
