bid opening for the subject Solicitation (postponed indefinitely on 16
May 1994) has now been re-established for 21 September 1995. The work
includes all labor, materials and equipment required to remove all
existing paint from the Hammerhead Crane and apply new paint system,
complete and ready for use. Includes providing Certified Industrial
Hygienist to prepare work and protection plans, providing complete
containment for removal of existing paint, allowing for inspection of
bare metal by Government, applying new paint system, and incidental
related work on the Hammerhead Crane located on the end of Pier #6. The
major work elements are : High and over-water work site (about 175 feet
above the pier level with a rotating radius of about 200 feet over
Sinclair Inlet of Puget Sound); the removal of lead containing paint;
disposal of hazardous waste; and the application of a new paint system.
The removal of existing paint is to be accomplished using temporary,
fully enclosed containments (per Steel Structures Painting Council
(SSPC) Guide 61 Class 1 containment) to control to zero emissions of
hazardous materials (liquids, dust and paint chips) to the air and
water. The Government must be assured that the Contractor has the
personnel and management experience combined with a proven history of
similar technical and management plans that ensure timely and efficient
performance of the following critical work elements: 1) Lead paint
removal on high structures and over waterways. 2) Establish and
maintain work containments to stop the discharge to the ambient of
potentially hazardous material; including liquids, dusts, and paint
particles. 3) Establish and maintain work containments to protect
worker health and safety concerning lead based paint removal and site
location. 4) Contractors qualifications as verified by Steel Structures
Painting Councils (SSPC's) QP-1 (''Field Application To Complex
Structures''), and QP-2(1) Category A, (''Remove Hazardous Paint'').
The proposed procurement will result in the award of one firm-fixed
price lump sum contract. During the performance of this work, asbestos,
hazardous waste, or pollution abatement may be encountered. Amendment
#0004 will be available on or about 16 August 1995. Performance time is
265 calendar days. The Standard Industrial Classification Code is 1799.
The related small business size standard is $7 million. The estimated
cost of the proposed procurement is between $1,000,000 and $5,000,000.
THIS PROCUREMENT IS OPEN TO ALL BUSINESS CONCERNS. Performance and
Payment bonds will be required. The contractor will be required to
submit for approval a detailed job-specific plan of the work procedures
to be used in the removal of lead-containing paint. The selected plan
will minimize hazardous waste generation and contamination of work
areas with lead-contaminated dust or other lead-contaminated
debris/waste. BIDDERS WILL BE REQUIRED TO SUBMIT CERTIFICATES FOR BOTH
SSPC's QP 2 (1) Category A and SSPC QP 1 WITH THEIR BID (or within ten
(10) calendar days of the bid opening date) TO BE CONSIDERED
''Responsible'' in accordance with FAR 9.104-1, 9.104-2, and 9.105-1.
NO EXEPTIONS WILL BE MADE TO THIS REQUIREMENT. Bidders shall contact

information/assistance regarding the QP1 and QP2 certification process.
The low bidder, if a large business, shall submit a SUBCONTRACTING PLAN
within five (5) working days after bid opening. NOTE: For Plans,
Specifications, Bid Package, Plan Holder Lists, or Amendments, fax
