B -- TECHNICAL ASSISTANCE IN REVIEWING AND ANALYZING SELECTED SYSTEM DESIGN, DEVELOPMENT, AND MODERNIZATION MANAGEMENT ACTIVITIES PERFORMED BY BLM. SOL N652R50006 DUE 092895 POC Shannon R. It is the intention of the Bureau of Land Management to contract with Marlin Mackey and Associates for technical assistance in reviewing and analyzing selected sysem testing, development, and ALMRS/Modernization Project management activities. Marlin Mackey and Associates has a long term association with the ALMRS/Modernization project and is the only known firm with the indepth knowledge necessary to provide the required services. This includes knowledge of the type of data and the goals of the ALMRS project, as well as the specifics of both IOC and data conversion software efforts. Additional tasks involve reviewing system design processes and products, providing IRM/Modernization with an outside evaluation of the technical issues, progress and methodology, transition planning and reviewing software testing. Vendors able to meet these requirements are invited to identify their interest and ability by submitting a proposal to include technical data, pricing, and any other information which shows a bona fide ability to meet this requirement within 15 days of this publication. If no affirmative responses are received within this time frame to determine that a comparable source more advantageous to the Government is available negotiations will take place with Marlin Mackey and Associates.
