Voltage Power Supplies (HVPS), Program solicitation 95-61-MLKT. The
Wright Laboratory, Air Force Manufacturing Technology (MANTECH)
Directorate does not anticipate awarding a contract at this time. HVPS,
with electrical output in the range of 270 volts to multi-kilovolts,
are essential to the successful operation of Air Force weapon systems.
This is especially the case when one considers the role avionics plays
in advanced systems such as ''fly-by-wire'' control systems.
Unfortunately, reliability has not been a strong suit of HVPS. In 1989,
the Manufacturing Technology Directorate of Wright Laboratory (WL/MT)
awarded a contract to Northrop Corporation to improve the manufacturing
processes used to produce HVPS. At the completion of this six year
effort, the manufacturing technology and materials used in the
fabrication of these power supplies were optimized, and reliability and
producibility were significantly enhanced as a result. WL/MT wants this
information to be shared and is seeking an interested party capable of
transferring this technology and disseminating the lessons learned
from the Northrop program to designers of HVPS across the electronics
industry. Responses should include the following: (1) information
describing experience in Manufacturing Science, Manufacturing
Technology, Repair Technology and Integrated Product Development (IPD),
(2) discussion of any recent efforts relating to the above. (3) list of
technical personnel, potential subcontractor, team members, with
resumes or descriptions of prior efforts in the above fields of
technology. Only responses providing adequate information will be
considered. Firms responding should indicate whether they are, or are
not, a small business, a socially and economically disadvantaged
business, or minority institution. For these items, the general
definition to be used to determine whether your firm is small is as
follows: ''A small business concern is a concern that is independently
owned and operated, is not dominant in the field of operation in which
it is bidding on government contracts and with its affiliates, the
number of employees does not exceed 500 persons.''. SIC Code 8731
applies. ''Concern means any business entity, organized for profit with
a place of business in the United States, its possessions, Puerto Rico,
or the Trust Territory of the Pacific Islands, including but not
limited to an individual, partnership, corporation, joint venture,
association or corporation''. The Air Force reserves the right to
consider a small business set-aside based upon responses hereto. Small
business respondents should provide a statement of capabilities to
assist the Air Force in making a set-aside decision. Large businesses
are only required to submit a statement of interest to receive a copy
of the Request for Proposal (RFP) should one be issued. All respondents
shall include in any request their assigned Commercial and Government
Entity (CAGE) Code which may be obtained through Dunn and Bradstreet
Information Services. Respondents are further requested to indicate
their status as a Foreign-owned/foreign-controlled firm and any
contemplated use of foreign national employees on this effort.

double-spaced, typewritten pages, briefly describing their proposed
