(hereinafter referredto as the Vendor) on a sole source basis for Commodity Information Services. As aminimum, services required shall include the following: 1. Daily reporting and summary analysis of breaking issues in the agricultural sector with follow-up several times each week bulletized in newsletter form. 2. Quarterly reporting and analysis of world and U.S. production, consumption, trade, and price prospects and the factors underlying forecasts for the comingyear for the major agricultural commodities. Reporting must be timed to arrive prior topreparation and release of major USDA outlook reports. 3. Periodic assessments of longer term prospects for the agricultural sector. Reports wouldinclude at least 5 years of analysis and projections for production, consumption, trade andprices for wheat, feed grains, cotton, oilseeds, sugar, beef, pork, poultry, and dairy for theU.S., key importing and exporting countries, and world total. 4. Telephone access to the vendor's staff on an ad hoc basis for questions about the outlook,forecasting methodology, and commodity market operations. 5. Semi-annual consultations, either privately or at a vendor-sponsored conference, on theshort and intermediate term outlook and questions regarding the operation of the majorcommodity markets. 6. Access to the vendor's data, models, and software as well as the staff involved in theirdevelopment and operation.
