a re-issuance of a previous synopsis for solicitation N62269-95-R-0045
issued approximately December 1994.It is anticipated that the
solictation will be issued around the middle of Sept. 1995 and will be
issued unrestricted. The following is a re-announcement of the
previous announcement with some minor changes. The Naval Air Warefare
Center Aircraft Division Warminster is soliciting proposals for tasks
necessary to support Crew Systems programs and facilities used to
gather scientific data to determine the relative worth of concepts and
equipments. Some major facilities included in this effort are: the
Dynamic Flight Simulator (DFS), Centrifuge, Horizontal Accelerator,
Ejection Tower, and Vertical Decelerator. Tasking under this effort
would include the following: research facility management and
operation, psychophysiological research studies, operation environment
definition, threat analysis, crew station evaluation, life support
equipment maintenance, prototyping,support of on-sight acceptance
testing quality assurance inspection, and independent verification and
validation. The contractor must provide specialized support including:
quick response facility maintenance,both scheduled and unscheduled,
advanced concept engineering analysis and integration, breadboard
design and prototyping, and business planning and marketing to
potential users within the crew system life sciences community. Life
sciences, human factors, and engineering design experts are required to
support studies using human subjects and protective equipments. Human
and animals subjects and medical support personnel must be provided in
support of clerical tests and experiments. It is intended that this
solicitation will result in an Indefinite Quantity Contract under which
specific delivery orders will be issued to provide coverage in those
areas cited above. Period of performance is anticipated to be 12 months
with options to extend for four 12 months periods. The estimated level
of effort (MAN-HOURS) for a one year period is 50,880. Some work to be
performed under this contract involves access to and handling of
classified material up to and including Secert. It is intended that
direct support services and resources will be provided to the Naval Air
Warfare Center Aircraft Division, Warminster PA. and Naval Air Warfare
Center Aircraft Division, Patuxent River, MD. Due to base realignment
activities in process, all facilities except the Dynamic Flight
Simulator/Centrifuge will be located to Patuxent River Md by 1997, with
the DFS/Centrifuge remaining permanently in Warminster, Pa. Complete
specification will be issued with solicitation N62269-95-R-0045
approximately the middle of Ssept 1995 with closing 30 days
afterwards.This procurement will be unrestricted.The SIC code for this
