Laboratory (ARL) intends to make a procurement for one hundred forty
four (144) ceramic/composite armor panels from Simula Government
Products, Inc., 10016 S. 51st Street, Phoenix, AZ 85044, pursuant to 10
U.S.C. 2304(c)(1). ARL is engaged in a project entitled Aircraft Armor
Materials Testing and Data Reporting Standards. This multi-year
project has two phases. Phase I has already been completed. The current
effort is the Phase II which is a follow up of Phase I. In Phase I, a
total of 144 ceramic/composite armor panels, plastic laminates
consisting of 18 piles of resin coated aramid fabric reinforcement
bonded together in a single molding step with heat and pressure, be
built up from individual plies of fabric with no fabric gap of selvage
in any individual ply, were ordered from Simula Government Products
after a competitive procurement. All 144 panels were ballistically
tested at nine (9) different laboratories. In Phase II, a detailed
investigation on the statistical distribution of the penetration
probability of ceramic/composite armor panels will be conducted. An
additional 144 ceramic/composite armor panels, identical to those used
in Phase I, will be required. To ensure that all ceramic/composite
armor panels are constructed in a like manner as in Phase I, we require
that Simula fabricate the additional panels for Phase II. The proposed
contract action is for items in which the Government does not own
specifications or drawings to permit full and open competition. Firms
that recognize and can produce the required items described above are
encouraged to identify themselves and give written notification and
provide supporting evidence to the Contracting Officer within fifteen
(15) days after date of publication of this synopsis. The final
determination by the Government not to open this requirement to
competition, based on any information provided, is solely within the
descretion of the Government. All responsible sources may submit a bid
or proposal which will be considered by the Agency. No telephone
