SPECIALIST, 202-324-2975. The Federal Bureau of Investigation (FBI)
intends to negotiate with United Communications Systems (USC), Inc., on
a sole source basis, to upgrade an existing Internet T-1 communication
line from 256K to 768K--An extension of thirty two (32) months of
services and maintenance--USC, Inc., is a management firm which
subcontracts all facets of the T-1 link to other parties which provide
integral portions of the T-1 internet link as follows: Bell Atlantic
furnishes the physical link from the FBI building to the internet
provider Digital Express. (Bell Atlantic is the only phone company with
security clearance to install T-1 lines.) Digital Express furnishes the
world-wide internet link which provides news feeds and mail routing to
specific address. Patomic Digital furnishes the communications
equipment necessary to connect the network in the building to the T-1
line, as well as the maintenance on the equipment CSU/DSU and Cisco
Router--Systems life: 3 years-- Destination point: Washington, D.C.,
1-30 days after receipt of order--The anticipated award date is prior
to September 30, 1995-- Interested persons may identify their interest
and capability to respond to the requirement or to submit proposals.
This notice of intent is not a request for competitive proposals.
However, all proposals received within forty-five days (thirty days if
award is issued under an existing basic ordering agreement) after date
of publication of this synopsis will be considered by the government.
A determination by the Government not to complete this proposed
contract based upon responses to this notice is solely within the
discretion of the government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement--All responsible sources may submit a quotation
which, if timely received, shall be considered by the agency--This
notice is set-aside for small business concerns under the Simplified
Acquisition Procedure (SAP)--Telephone inquiries will not be
