CONSTRUCTION OF A NEW FEDERAL DETENTION FACILITY IN BUFFALO, NY Sol

802/660-1134. This is notice of intent to award a firm-fixed-price
contract to Design and Construct a new Immigration and Naturalization
Service (INS) owned 250 bed (expandable to 400 bed) Detention Facility
near Buffalo NY. The INS is currently considering two sites located in
Genessee and Orleans counties; a selection will be made prior to
issuance of the solicitation. The project consists of two phases under
a single firm-fixed-price contract. Phase I will be the completion of
the facility design from INS-provided nominal 30% design level
drawings, plans and specifications. Phase II will be the construction
of the facility. The estimated total cost of this project is more than
$10,000,000. This solicitation is for the total project. A
Small/Minority-owned/Woman-owned subcontracting goal will be
established for this project. Proposals will be evaluated by the
Contracting Officer and/or his staff. Evaluation factors, listed in
priority order, are: 1. Design/Build Experience: 10 years experience as
a Design/Build firm or as a Prime Contractor/Archtecture/A-E firm
having successfully completed a minimum of two projects of similar size
and scope within the past 5 years; capacity to complete the work in the
required time; References and previous clients; 2. Construction Phase:
competence of proposed staff, systems and procedures for quality
management, safety, and schedule management; 3. Financial Capability:
be able to secure bonding in the amount of 100% of the contract price;
stable financial condition; 4. Design Phase: design systems and
procedures, cost control, value engineering, constructibility reviews;
5. Project Organization including subcontractors; and 6. Procurement
(Subcontracting Plan for Small Business, Small Disadvantaged Business,
Minority-owned business, woman-owned business concerns participation).
Interested firms that meet the minimum criteria stated above may obtain
the solicitation package with drawings and specifications, by written
