The Internal Revenue Service intends to award a contract, on a sole-source basis, to the Association of Small Business Development Centers (ASBDC) to provide compliance tax education and information to small business owners, potential small business owners and other interested parties through the Small Business Development Center (SBDC). The SBDC program provides business-related counseling, training, and specialized assistance to strengthen and contribute to the growth of the small business community through a network of over 900 small business development centers. The SBDC organinzation has a small business education and guidance curriculum that includes workshops and one-on-one counseling. SBDCs provide guidance on a multitude of small business issues including tax responsibilities, relevant to the federal, state, and local levels. The services are targeted toward individuals wishing to start a small business or desiring to improve an existing one. SBDCs were created by the Small Development Center Act of 1980. The proposed period of performance will be for a base period with four (4) one (1) year option periods. Numbered Note 22 applies for this requirement. (0221)
