Squadron intends to procure on a competitive basis a Cost Plus Award
Fee contract to provide Technical and Analytic Support for the Office
of the Assistant Secretaryof Acquisition (SAF/AQ) and Joint Advanced
Strike Technology (JAST) in accordance with Air Force FAR Supplement,
Appendix BB, ``Source Selection Procedures for other than Major
Acquisitions'', which could result in a single five year (base period
plus four one-year options) contract. The contractor shall provide all
personnel, equipment, tools, materials, supervision, and other items
and services necessary to provide Contract Assistance and Advisory
Services (CAAS) and Federal Information Processing (FIP) services. The
scope of the requirement will include research and analyses of
technical problems associated with (a) defining USAF operational
requirements; (b) analyzing proposed system changes to improve or
upgrade operational capabilities; (c) programming and budgeting for
acquisition systems; and (d) other activities necessary to accomplish
tasks related to the research, development and acquisition of military
systems. The contractor will service five principal orgaizations
within the Air Staff (Directorates of Special Programs (AQL); Tactical
Programs (AQP); Long Range Power Projection; SOF, Airlift & Training
Programs (AQQ); Space Programs (AQS); and Management Policy and Program
Integration (AQX), as well as that of the Joint Advanced Strike
Technology (JAST) Program Office. NOTE: DUE TO THE ORGANIZATIONS THAT
WOULD BE SUPPORTED BY A REQUIREMENT AS DESCRIBED ABOVE, AND THAT
REQUIREMENT'S NATURE; ANY OFFERORS WILL BE REQUIRED TO PROVIDE A
CONFLICT OF INTEREST STATEMENT CERTIFYING THAT THE OFFEROR HAS RECUSED
ITSELF FROM PARTICIPATING UNDER ANY CONTRACTS OR PROGRAMS THAT MAY BE
ADDRESSED IN PERFORMANCE OF SAID REQUIREMENT. Contractor personnel
must have a TOP SECRET clearance or the ability to obtain one. The RFP
is expected to be released on or about 31 Aug 95. A pre-proposal
conference may be convened. Date, time and location for said conference
will be stated in the solicitation. The SIC code for this effort is
8742, with a size standard of $5 million. A copy of the source list
will be provided at the same time the solicitation is issued. All
responsible sources may submit an offer which will be considered. Firms
requesting a copy of the RFP must identify the RFP number given above.
