Contracting Officer, (617) 271-6279. The UHF SATCOM Terminal
Development office (ESC/MCP) at Electronic Systems Center, Hanscom AFB,
MA is conducting a market survey for the production of
Non-Developmental Item (NDI) UHF SATCOM DAMA-capable Integrated
Terminals and Remote Control Units (IT/RCU), designed for aircraft
environment, that comply with MIL-STD-188-181, MIL-STD-188-182,
MIL-STD-188-183, and specification ESC-INT-TERM-FS001 (to be
developed). The IT/RCU shall incorporate, as a minimum, the functional
capabilities of a UHF SATCOM transceiver, DAMA modem, and wideband
(VINSON) and narrowband (ANDVT) voice and data (KG-84) crypto
encoders/vocoders into a single end item. A remote control unit shall
be used to control all IT functions. For planning purposes, the IT/RCU
Request For Proposal (RFP) is scheduled for release in mid calendar
year 1996 with contract award scheduled for early calendar year 1997.
It is anticipated that any resulting Source Selection will include a
competitive fly-off. The IT/RCU may be used by Air Mobility Command
(AMC) and Air Combat Command (ACC) to support portable and fixed
terminal UHF DAMA SATCOM requirements in various aircraft. This notice
is a MARKET SURVEY ONLY. Interested vendors shall submit in writing,
within ten (10) working days of publication of this announcement, a
statement of interest and shall provide the following: IT/RCU
specifications, design information if available, and the IT/RCU
development/availability schedule to include UHF DAMA compliance
certification IAW the MIL STD's, performance validation, environmental
qualification for airborne application, and NSA endorsement for
COMSEC/TRANSEC embedded devices. Vendors shall include their capability
to provide integrated logistics support including depot level
maintenance. Vendors shall clearly state if their product can support
additional features, e.g. multi-band (VHF/UHF), Have Quick, SINCGARS,
TADIL, GPS, etc. Vendor responses are not to exceed five (5) pages. The
Government will use the information obtained from this market survey to
understand the capabilities of the marketplace and will, subsequent to
receipt of letters of interest, provide interested vendors an
opportunity, AT NO COST TO THE GOVERNMENT, to review and provide
comments on the draft specification and Statement Of Work (SOW). This
synopsis does not constitute a RFP or an Invitation For Bid (IFB) and
is not intended to be construed as a commitment by the Government.
