Joetta Bernhard, Contracting Officer, 315-330-2308. The Surveillance
and Photonics Directorate of Rome Lab is soliciting white papers for
innovative approaches in the areas of over-the-horizon (OTH) and high
frequency (HF) radars. New and innovative advances in system
architectures, algorithms, hardware, and software improvements will be
considered for this BAA. The primary emphasis is to identify and
demonstrate promising technology that may significantly improve the
performance of Relocatable Over The Horizon Radar (ROTHR) for the
counter drug missions. It is in this area that initial funding is
expected. Other emphasis includes intelligence applications and wide
area surveillance for war fighting. Areas of interest include, but are
not limited to: track fusion, improved radar system performance
prediction model, mitigation of clutter & environmental/noise effects,
improved real time tracking of slow and/or maneuvering aircraft (in
dense target environment), improved track accuracy, optimization of
operational radar systems' capabilities via expert management system,
ship detection, altitude estimation, cooperative aircraft transponder,
monitoring takeoff & landing, target classification, improved
registration and accuracy of OTH radar and bistatics. Also of interest
are OTH system concepts that can be moved around the world and set up
quickly for a theater application. Concepts and OTH/HF technologies
for all aspects of war fighting and intelligence gathering are also
being considered. If an OTH radar facility is required to conduct the
proposed R&D it is the offerors responsibility to identify the
requirements and the means to access the radar. In some cases, Rome
Laboratory may be able to provide insight and suggestions. Contact Capt
Hansen. Rome Laboratory issues this Broad Agency Announcement
RL-BAA-95-08-PKPX under the provisions of Federal Acquisition
Regulation (FAR 6.102(d)(2)). Principal funding for proposals selected
from this announcement will begin in FY96. The duration of selected
efforts shall not exceed 36 months and offerors should structure their
proposals around approximately 12 month periods with clearly defined
conclusions at the end of each period. Initial funding for this BAA is
expected in FY96. At that time this BAA will be republished. There is
a small possibility of FY95 funds. Potential offerors are encouraged
to contact Capt Hansen prior to initial submission of white papers. The
following instructions will also be contained in the re-announcement:
Offerors are required to submit three (3) copies of white papers of ten
(10) pages or less with a cover letter indicating whether the offeror
is a large, small, woman-owned small or small disadvantaged business or
Historically Black College, University or Minority Institution. The
white paper should be formatted as follows: Section A: Title, period of
performance, cost of effort, and name of company, Section B: Task
Objective, and Section C: Technical Summary. In addition to the
technical content, the white papers should include the amount of data
collection required (i.e., approximate number of days/hours) and the
intended facility. All responses to this Announcement must be addressed

send one (1) copy of the cover letter only, by First Class Mail (DO NOT

13441-4514. Multiple white papers within the purview of this
announcement may be submitted. The purpose of the white papers is to
preclude unwarranted effort on the part of an offeror whose proposed
work is not of interest under this BAA. Those white papers found to be
consistent with the intent of this BAA and of interest to the
Government may be invited to submit a proposal. Complete instructions
for proposal preparation and submission will be forwarded with any
proposal invitation. Such invitation does not assure that the
submitting organization will be awarded a subsequent contract.
Proposals submitted will be evaluated as they are received. Individual
proposal evaluations will be based on acceptability or
non-acceptability without regard to other proposals submitted under the
announcement. Evaluation of proposals will be performed using the
following criteria: (1) the overall scientific and/or technical merits
of the proposal, (2) the innovativeness of and/or technical merits of
the proposal, (3) the reasonableness and realism of proposed costs and
fees, if any. In addition, the Government may consider other factors,
such as past and present performance on recent Government contracts and
the capacity and capability to perform the requirements of this effort.
No further evaluation criteria will be used in selecting proposals. The
criteria used to evaluate the proposals will also be used to determine
whether the white papers submitted are consistent with the intent of
this BAA and of interest to the Government. The total value of all
awards for efforts under this BAA shall not exceed $15.9 million.
Options are discouraged and unpriced options will not be considered for
award. Respondents are requested to provide their Commercial and
Government Entity (CAGE) number and reference number BAA 95-08-PKPX
with their submissions. Foreign or foreign-owned offerors are advised
that their participation is subject to a foreign disclosure review.
Foreign or foreign-owned offerors should immediately contact the

responding. The cost of preparing proposals in response to this
announcement is not considered allowable direct charge to any resulting
contract or any other contract, but may be an allowable expense to the
normal bid and proposal indirect cost specified in FAR 31.205-18. Ten
percent (10%) of this BAA will be reserved for Historically Black
Colleges, Universities, and Minority institutions. In the event
sufficient acceptable proposals are not received to fulfill the
reserved portion, that portion will be awarded to offerors of other
acceptable proposals. An ombudsman has been appointed to hear
significant concerns from offerors or potential offerors during the
proposal development phase of this acquisition. Routine questions are
not considered to be ''significant concerns'' and should be
communicated directly to the Contracting Officer, Joetta A. Bernhard,
315-330-2308. The purpose of the Ombudsman is not to diminish the
authority of the contracting officer or program manager, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Vincent Palmiero, Chief, Policy and Management
Division, at 315-330-7746. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
