Barton Scott, Contracting Officer. The contractor shall develop for
NASA a Very Low Pressure Primary Standard (VLPPS) with National
Institute of Standards and Technology (NIST) traceability. It must meet
requirements for range and accuracy in both the absolute and gauge
modes, and it shall be capable of testing very low pressure
instrumentation to the vendor assigned specifications. Development
shall be performed over a period of three years. Task descriptions will
be developed for each phase of the project. All hardware, software,
source code, training, documentation, and reports will be provided by
the contractor. The VLPPS must meet the following requirements: 1.
Range: Absolute zero to 1.0 psi (6.9 kPa), may be adjusted somewhat
higher. 2. Accuracy: Less than +\- 0.005% of reading or better. 3.
Mode: Absolute and gauge mode of operation. Capability as a passive
measuring device and as a pressure controller. 4. Resolution: 0.001 In
H2O (0.25 Pa) or better. 5. Compact design - Estimated Dimensions +\-
3 cm: Measuring portion: 40 cm deep X 40 cm wide X 75 cm high,
Controlling portion: 24 cm deep X 30 cm wide X 16 cm high. Estimated
Weight +\- 2 kg: Measuring portion 30 kg, Controlling portion: 15 kg.
6. Hardware consisting of 486DX250VESA, 14'' Super VGA Monitor and 3
1/2'' floppy. 7. Software: Software capable of accounting for all
variables associated with the measurement process such as temperature,
head corrections, etc., for calculation of measured pressure.
Selectable pressure units and documentation required. Source code to be
provided. 8. Interface: RS232. 9. User friendly. 10. Operating medium:
GN2. 11. Manuals: Operating and Maintenance Manuals including system
and component schematics and specifications. Software manuals where
appropriate. 12. Certifications: Initial Calibration Certificate with
NIST traceability. 13. Training: On-site training at KSC. 14.
Installation: On-site systems installation and software set-up at KSC.
15, Reports: Monthly and final reports. DH Instruments, Inc., is the
only known source capable of delivering a very low pressure primary
standard based on piston-gage principles with all of the features
required. DH Instruments unique experience in the design and
fabrication of 14 piston/cylinder sizes forms the basis for development
of a VLPPS of unequaled performance capability for maximum range and
resolution necessary to assure accurate testing of low pressure
instrumentation supported by the KSC standards laboratory. The have
developed unique fabrication equipment to produce piston cylinder sets
and have developed unique designs for mounting of piston cylinder
sets. This procurement will be conducted under the NASA Midrange Pilot
Test Program approved by the Office of Federal Procurement Policy on
April 15, 1993.--Duration of contract: 3 years.--There is no formal
