CONTRACT SPECIALIST, KURTIS T. KIKKAWA, (808)438-8564. Research and
Development, Photovoltaic/Battery System, Pohakuloa Training Area,
Island of Hawaii, Hawaii. Work consists of a Utility Grid Interactive
Photovoltaic (PV) Power System. The system will supply power to the
utility grid at the US Army's Pohakuloa Training Area, Island of
Hawaii, Hawaii. This project shall provide a complete, operational,
integrated system including a 500 KVA Power Processing Unit (PPU),
government furnished PV Modules, government furnished batteries, all
enclosures, and the wiring and control systems components required for
a complete power system. Work shall also include design and
construction of a pre-engineered metal building, site grading, clearing
and fencing. THIS IS AN UNRESTRICTED PROCUREMENT. The estimated cost of
the proposed project is between $1,000,000 and $5,000,000. Solicitation
to be issued O/A August 22, 1995. Documents to be available at a
nonrefundable charge of $32.00 per set of specifications and drawings.
Single copies of specifications alone may be purchased by interested
applicants for $15.00. Drawings alone may be purchased for $17.00 a
set. Payment must accompany request. Checks and money orders to be made
payable to the US Army Engineer Division, Pacific Ocean. Send checks to
Finance & Accounting Officer, US Army Engineer Division, Bldg 230, Fort
Shafter, Hawaii 96858-5440. Payment will not be refunded and
specifications and drawings need not be returned. Proposal evaluation,
and selection will be based upon Price and Technical Factors (Price
and Technical being equal in value). The following are the FOUR
technical evaluation factors (IN DESCENDING ORDER OF IMPORTANCE): I.
Design experience with similar projects, II. Construction Experience,
III. Key Personnel Qualifications for the entire team, and IV. Project
Management. There will be a Pre-Proposal Site Visit and Conference on
September 6, 1995, at the Pohakuloa Training Area, Island of Hawaii,

Offers are urged to review the solicitation and submit written question
prior to September 6, 1995, so it may be addressed at the conference.
All questions must be submitted to Contracts Division, ATTN: Mr. Kurtis
T. Kikkawa in writing, and no question will be accepted 15 days prior
to the opening of the proposals. Small and disadvantaged firms are
encouraged to participate as prime contractors or as members of joint
ventures with other small businesses and all interested contractors are
reminded that the successful contractor will be expected to place
subcontracts to the maximum practicable extent with small and
disadvantaged firms in accordance with the provisions of Public Law
