INFORMATION: Value Engineering services are sought to assist the Corps
of Engineers in performing formal Value Engineering studies for major
Government projects throughout the United States including
presentations, and will be so designated in each delivery order. This
announcement is open to all firms regardless of size. Large business
offerors that require subcontractors must identify subcontracting
opportunities with small business, women owned small business and small
disadvantaged businesses on the SF 255. If selected the large business
offeror will be required to submit a small/small disadvantaged & women
owned subcontracting plan in accordance with FAAR 52-219.9 and DFARS
219.704/705 as a part of the Request for Proposal Package. The
following subcontracting goals are the minimum acceptable goals to be
included in the subcontracting plan. OF THE SUBCONTRACTED WORK, 60% TO
SMALL BUSINESS; 10% To SMALL DISADVANTAGED BUSINESS (A COMPOSITE OF
SMALL BUSINESS); 4% To WOMEN OWNED BUSINESS (A COMPOSITE OF SMALL
BUSINESS). Large business firms that intend to do any subcontracting
must convey on the SF 255, Block 6. Written justification must be
provided if the minimum goals cannot be provided. For additional
information concerning SUBCONTRACTING PLAN requirements please contact
Ms. Leila Hollis at 912/652-5105. This will be an Indefinite Delivery
Type Contract. The contract is anticipated to be awarded in February
1996 and to be completed in February 1997. Delivery orders issued will
not exceed $150,000.00. The cumulative amount of all delivery orders
will not exceed $750,000.00 for the basic year period. The contract
will have a basic year and one option year. 2. PROJECT INFORMATION:
Services of a qualified A-E firm are sought to assist with VE studies
on complex military projects, industrial plan and process projects,
environmental and water resource projects involving a wide variety of
engineering expertise. The study group will follow the five step plan
as recognized by the Society of American Value Engineers (SAVE). All
members of the team will be completely knowledgeable and trained in VE
methodology. The team leader shall have a current CVS (Certified Value
Specialist) credentials as issued by the Society of American Value
Engineers (SAVE) or have completed the Corps of Engineers 40 hour VE
workshop or equivalent certified training. The study group will meet
for approximately 2 days and follow the first three phases of the VE
Job Plan. The last two phases will take place over approximately a
1-month time frame. Responding firms must show organization capability
to assemble team and conduct VE study with 1-month advance notice and
have the ability to assemble and distribute VE reports within 5 days
of completion of VE study. The selected firm may have to obtain
security clearances through the Defense Investigative Service (D.I.S.).
3. SELECTION CRITERIA: See Note 24 for general selection process. a.
Specialized experience in the type of work described in Project
Information. b. Past performance on DoD and other contracts with
respect to cost control, quality of work, and compliance with
performance schedules. c. Capacity to accomplish numerous simulataneous
delivery orders and to provide at least one each architect, structural
engineer, civil engineer, electrical engineer, mechanical engineer,
chemist, geologist, environmental engineer and industrial hygienist.
The VE team must include a Registered Engineer or Registered Architect
who is a full ''member'' in good standing of the Society of Fire
Protection Engineers (SFPE) or an individual who is a Fire Protection
Engineer and whose principal duties are Fire Protection Engineering. d.
Professional qualifications of key managment and professional staff
members. e. Knowledge of the locality as it pertains to geologic
features, climatic conditions and construction methods. f. Extent of
participation of SB, SDB, WO, historically black colleges and
university and minority institutions in the proposed contract team,
measured by percentage of the estimated effort. g. Location of the firm
in the general geographic area of the project. h. Volume of DoD
contract awards in the last 12 months as described in Note 24. 4.
SUBMITTAL REQUIREMENTS: See Note 24 for general submission
requirements. Interested firms having the capabilities to perform this
work must submit ONE copy of SF 255 (11/92 edition), and ONE copy of
SF 254 (11/92 edition) for the prime firm and all consultants, to the
above address by 9 September 1995 to be considered for this selection.

information, call 503/326-3459. DEPTH of PRIME and SUBCONTRACTOR
personnel in EACH discipline must be SHOWN in Block 4 of SF 255 and SF
254 to CLEARLY identify the NUMBER of PERSONNEL in each firm and
DISCIPLINE. COVER letters and extraneous materials are NOT desired and
WILL NOT be considered. PHONE calls are DISCOURAGED unless ABSOLUTELY
necessary. PERSONAL visits for the PURPOSE of DISCUSSING this
