Western intends to negotiate, on a sole source basis, with Coopers & Lybrand, L.L.P., for financial management support services in support of the Mead-Phoenix Project. The period of performance is August 28, 1995, through February 29, 1996. This work is a continuation of work previously performed by Coopers & Lybrand and includes financial analysis, studies, and work order closeout. Detailed knowledge of the Mead-Phoenix Project power marketing contract and Western's accounting standards and practices is required to perform this work. Vendors able to meet this requirement are invited to identify their interest and ability by submitting a proposal to include technical data, pricing, and any other information which shows a bona fide ability to meet this requirement within 15 days of this publication. If no affirmative responses are received with this time frame to determine that a comparable source more advantageous to the Government is available negotiations will take place with Coopers & Lybrand.
