Land Management proposes to noncompetitively negotiate a five-year
sole source contract with Grant County, Oregon, to conduct all
necessary work to construct, operate, maintain, service, calibrate and
monitor 5 existing streamflow gauges, air temperature and water
temperature monitoring stations and 4 new gauging and temperature
monitoring stations on the John Day River basin. Contractor will be
required to provide raw electronic data of streamflow, air and water
temperature quarterly, supply provisional records of daily and monthly
discharge and air and water temperature quarterly, develop a water use
reporting program and furnish annually a basin level water use report.
In addition, the contractor must characterize the basin's hydrographic
features based upon a minimum of a five-year period of record and
insure validity and security of data by following direction or
procedures established by the Water Resource Director. Reporting of
temperature and river discharge records shall include at least the
following and be based upon recognized or accepted hydrological
techniques: A. A review of field surveys or levels and verification of
data accuracy. B. A review of discharge measurements, staff gauge
measurements and temperature measurements. C. A list and plot of gauge
height and discharge, or rating curves and rating tables. D.
Verifying, documenting and reporting all required control shifts. E.
Modification or updating of rating curve and rating tables. F.
Verification of the validity of gauge height and temperature
measurements. G. Verification of primary computation of discharge data.
H. Validation of primary records. I. Estimation of missing data points.
Prospective contractors will be evaluated on (1) their ability to
provide the services listed above, (2) their authorization to provide
this service by the State of Oregon, and (3) their access to previous
years' streamflow and temperature data to prepare the reports and
records required. All responsible sources may submit an offer which
