seeking ideas and suggestions from the vendor community for a potential
competitive procurement for two or more contingency contracts with
separate organizations to be available as stand-by contractors in the
event of the early termination of a Job Corps center operator. Job
Corps is a residential training program for economically disadvantaged
young adults from the ages of 16 through 24. The operation of a Job
Corps Center is accomplished through competitive procurements
throughout the Nation and results in a cost reimbursement plus
fixed-fee contract for 2-5 years. There are 75 Job Corps center
contracts which are competed among private and independent sector
organizations. Approximately twenty different vendors currently have
center contracts. Job Corps anticipates that there may be situations in
which a current center operator may need to be removed immediately. Job
Corps needs to have the ability to replace the center operator in as
short a period of time (i.e. 30 days) as possible in order to avoid
disruption to the enrolled students. Job Corps is soliciting
suggestions from the vendor community in 2 areas (1) what specific
requirements should be included in the Request for Proposal for the
stand-by contracts, and (2) what method of procurement should be
utilized to acquire these services? Respondents are welcome to address
other areas of concern or suggestions. Companies should send their
responses to the Employment and Training Administration, Office of Job
