Lampell (718) 694-4117. The New York City Transit Authority (MTA NYC
Transit) is seeking to retain the services of an Engineering Consultant
to assist the Car Equipment Engineering staff on an as-needed basis in
the preparation of specifications for new generation subway cars based
upon the results of its New Technology Test Train Program. In addition
to a knowledge of heavy rail vehicle engineering, a high level of
expertise is required in the use of microprocessors in real-time
control systems, software engineering and documentation, and
communications protocols. Expertise is also required in defining
requirements for safe, esthetically pleasing and ergonomically sound
customer and crew environment, and the construction of interior and
operating cab mock-ups. The consultant will also review the system
descriptions provided by NY Transit staff and will support the review
with analyses and calculations as required to convert the technical
description into a set of specifications and drawings. The consultant
will also assist staff in the formulation of requirements including but
not limited to: equipment maintainability; shop to train interfaces;
electronic compatability including interaction with new signal/train
control technology; and personnel training methodologies; and related
pertinent factors required for the preparation of bid documents
(specifications and drawings) for a successful vehicle procurement. The
consultant will also have the capability to perform life-cycle cost
analyses. The consultant shall provide expertise at defining and
specifying standards for use for the vehicle area network and the
on-board processor-based computer systems and sub-systems. Expertise
shall include definition of interface requirements, intercommunication
protocols, software engineering standards, software documentation
configuration control and logic. Estimated breakdown of the work is
approximately 65% heavy rail vehicle design, 20% computer and
telecommunication hardware and software standards analysis and
engineering, 10% industrial design including safety and ergonomics, and
construction of mock-ups, and 5% support for new car procurement. Work
to be assigned by Task Orders, the total of all work not to exceed
$2,500,000, with a contract duration of 36 months. Consultants desiring
to be considered to receive a Request for Proposal for this project

254/255 forms, referencing File Number CM-1014. The Submission must be
received by the Authority no later than 12:00 Noon, Monday, September
