Purchasing Agent, EVELYN M TATE, 303-236-8040, X228 The Bureau of
Reclamation, Technical Service Center has a requirement for a High
Voltage Divider (500 kV class) for indoor and outdoor use, for the
measurement of AC and transient over- voltages, with stand and reusable
shipping case. This notice requests bids in accordance with the
following specifications, terms, and conditions. No written
solicitation will be issued. Technical characteristics: High Voltage
Divider Voltage divider will be used for outdoor testing purposes with
most tests lasting 1 - 2 weeks. It will be connected on-line with
other permanent high voltage equipment and be subjected to all on-line
phenomena. Unit must be rugged and capable of being assembled,
disassembled and shipped to different locations. Voltage divider must
be constructed of proven design and materials. Manufacturer must prove
the design by providing information on dividers of equal or greater
voltage levels that were built by the manufacturer and are now in
service. Definitions, specifications and test procedures are in
accordance with: ANSI Std. C93.1-1990, ANSI Std. 4-1995. Rated
Voltages: AC Nominal: 88 kVrms continuous; Max: 318 kVrms continuous;
AC (50/60 Hz) withstand voltage, 1 Min. 900 kVpeak (dry); AC (50/60 Hz)
withstand voltage, 1 Min. 780 kVpeak (wet); Lightning Impulse (BIL
1,2,50); 1800 kV; Switching Impulse (SIL 250,2500): 1300 kV; Divider
Ratio: 45,000:1 (A secondary divider of 10:1 may be used to achieve
this ratio if the divider is supplied with the standard 4500:1 output.
Accuracy and response tests must be conducted at the overall 45,000:1
ratio.) Output Error: 50/60 Hz AC:( plus or minus 1%(Amplitude and
Phase Angle for 10% to 110% nominal voltage); Harmonic voltages (120Hz
- 6kHz): ( plus or minus 3%; Bandwidth(3dB):) 3MHz *1; Response Time:
(60nS *1: Output Protection: approximately 50 Vp, (The secondary
output with the 45,000:1 ratio should not exceed this value); Operating
Temperature (Ambient):5 degree C to +40 degree C; Environment: Outdoor
(Unit will be used outdoor for a maximum of 2 weeks without being
cleaned. Environment should be considered at light pollution levels.)
Elevation:( 1,000 M; Weight:( 1500 kG; Recording Equipment Input
Impedance: 1Mohm plus 2 ft. input cable (cable supplied by factory).
Factory tests:High Voltage Units: Measure the resistance, capacitance,
and the dissipation factor before and after the following dielectric
test. AC voltage withstand test at 900 kVpeak, 50/60 Hz, 1 min. Low
Voltage Unit: Measure the resistance, capacitance, and the dissipation
factor. AC voltage withstand test at AC voltage just below output
protection level. Tests on complete divider: Measure the HV capacitance
and resistance, and dividing ratio. Test with lightning impulses and
record output - 10 pulses (BIL 1.2, 50) each polarity at 1800 KV.
Measure the units step response. Note: *1 The bandwidth and response
time specification are estimates of the values required to reproduce a
majority of chopped lightning and switching impulses. These values can
vary as long as the divider accurately reproduces standard lightning
and switching impulses. The divider shall accurately reproduce these
impulses when compared to a reference divider as defined in IEEE Std.
4. Proposed designs will be evaluated based on impulse response
characteristics, bandwidth and response time. Quotations shall contain
calculated values for the following step response characteristics (as
defined by IEEE Std. 4): T, Talpha, T0, Ts, Overshoot in addition to
bandwidth and response time. Before delivery, testing of divider must
verify these calculations. Base shall support unit and withstand the
mechanical stress resulting from wind of 100 km/h. Legs can be anchored
to the ground. It should also be rugged and capable of being assembled,
disassembled, and shipped with the voltage divider to different
locations. The shipping box(es) shall hold the voltage divider, base,
and all associated equipment. No one box should be longer than about
eight feet. It must be reusable and designed to be lifted with a fork
lift if the box weight is greater than 150 lbs. It may be made of wood.
Documentation shall contain minimum clearance values and what the
influence of neighboring grounded objects, energized objects and
objects with high current have on scale factor and response
characteristics. It shall also contain complete specifications,
ratings, operation data, maintenance information, instructions on
assembly, disassembly and shipping, all test results, and measured
values. Delivery is required no later than December 31, 1995. FOB
