58 -- ADDITIONAL PRODUCTION SYSTEMS OF THE ANTI-RADIATION MISSILE (ARM) DECOY - AN/TLQ-32 POC Mrs. Carol Paneson, AVK-1 Contracting Negotiator, (617) 271-8692; Mr. Dave M. Conrad, Contracting Officer, (617)271-8089. Sources Sought Synopsis. The Air Force solicits sources for an additional production of one AN/TLQ-32 Anti-Radiation Missile (ARM) Decoy System to be delivered in eighteen months. The ARM Decoy system is designed to protect the AN/TPS-75 radar from ARMs. By masking the radar's transmission characteristics, the ARM Decoy System deceives an ARM and diverts the ARM's flight path away from the radar into a controlled area so as not to endanger any elements of the Air Force's Ground Tactical Air Control System (GTACS). The Government anticipates that only ITT-G can satisfy this requirement within the time constraints because ITT-G designed, developed, and tested the First Production Lot of AN/TLQ-32 Systems and is on contract to provide 16 additional systems. The Government does not have reprocurement data on the AN/TLQ-32 or AN/TPS-75 Radar and does not have approved level three manufacturing drawings. In addition, under the ARM Decoy requirements, ITT-G developed special production tooling and test equipment for the uniquely designed AN/TLQ-32 Systems and would need this equipment to support remaining production items and warranty requirements. However, if any firm believes it can satisfy the Government's requirement as stated above, it should submit a qualification package to the above address no later than 15 days after the date of this publication. Responses to this synopsis should not exceed 15 pages. This package should describe the prospective source's: 1. Detailed Knowledge of the mechanical and electrical design of the AN/TLQ-32 Decoy System, 2. Demonstrated capability to manufacture proven solid state modulators and transmitters for high powered thermionic tube microwave devices using pulse compressed phase coded pulses as the modulation scheme, 3. Ability to work within the existing integration approach for installing AN/TLQ-32 Decoy Systems, as well as provide depot support to USAF Field Sites, and be able to perform electromagnetic and interface measurements on Radar and Decoy Systems, and 4. Capability in meeting an eighteen month schedule. The Government will solicit those firms meeting the screening criteria in this synopsis. Current U.S. Secret and appropriate facility clearances are required (see provisions of DOD-5220.22-M, DOD-5220.22-R). Any offeror initially judged to be unqualified will be provided a copy of the solicitation on request, and any such offer a firm might submit will be evaluated without prejudice.
