288-4949/Contracting Officer Dear NAVTIP Partners: To complete the
NAVTIP effort in the most timely manner, the Navy will manage the
contracting effort using an Integrated Product Team (IPT). An Executive
IPT will be Co-Chaired by the Program Office, SPAWARSYSCOM PMW 172, and
a member from the office of Deputy Assistant Secretary of Defense for
Command, Control, Communications and Intelligence Acquisition, DASD
(C3I),which has contract oversight approval authority. The Contracting
Agency will remain NISMC 02. The Executive IPT will publish a revised
major events timeline by early September 1995. The Executive IPT has
selected an appropriate acquisition strategy and has formed several
functional teams to finalize the technical and contractual details to
execute that strategy. The NAVTIP acquisition strategy will provide
three regional integration indefinite delivery, indefinite quantity
contracts, each with two qualified vendors who will compete for
individual delivery orders as they are placed against the contract.
Full details of the acquisition strategy will be released with the
updated draft RFP. SPAWARSYSCOM and NISMC intend to follow an
aggressively streamlined contracting strategy. Additionally, it will be
managed in an all electronic environment. Currently, SPAWARSYSCOM and
NISMC are preparing an updated draft RFP to reflect the new acquisition
strategy and include more detailed information on the Navy's functional
requirements. The Navy desires to solicit maximum industry input prior
to the final RFP. Vendor comments and suggestions are always welcome
and vendor presentations can be arranged through the Contracting
Officer. NAVTIP is the Department of the Navy's (DON's) approach to
creating a comprehensive, competitive contract for base information
transfer infrastructure requirements. It will provide a programmatic
approach to modernizing naval bases using common architecture. The
target architecture for the infrastructure is based on the Navy's Base
Communications Specification (SCAN 3), copies of which can be obtained
from the Program Manager's office in either electronic or paper form.
Functional and resource sponsors are Chief of Naval Operations,
Director, Space and Electronic Warfare (CNO N6), for equipment and
Deputy Chief of Naval Operations (Logistics) (CNO N4), for services.
The General Services Administration will issue the delegation of
