The Defense Nuclear Agency (DNA) plans to award a sole source contract modification to Caterpillar, Inc. under DNA contract DNA001-94-C-0104 to provide two additional 375 L excavator bases with MSD 160 shears to Russia, as intended in the basic contract which called for additional excavators with shears. The excavators are being provided as specified under the agreement between the U.S. Department of Defense and the Committee for Defense Industry of the Russian Federation concerning cooperation in the elimination of strategic offensive arms, dated 26 Aug 93, and Annex C to that agreement. DNA believes that Caterpillar is the only source capable of efficiently and cost effectively providing this equipment due to standardization, standardized training, and existing logistics support within the delivery time required. Any other firm desiring consideration must fully identify its capability to perform this requirement. See Note 22.
