The Federal Bureau of Investigation (FBI) intends to negotiate on an other than Full and Open Competitive basis, under the Simplified Acquisition Procedures (SAP) with Applied Biosystems, Inc., for an ABI 310 Genetic Analyzer to support Forensic Science Research Center at Quantico, VA. This device represents a new technology in the evaluation of deoxyribonucleic acid (DNA) evidence. The critical features of the system is comprised of (1) high voltage power supply capable of supplying +/-15,000 volts or greater, (2) ability to perform electrophoresis in fused silica capillary tubes 100 to 50 microns internal diameter, (3) excitation source consisting of a laser with associated optics designed to use with fused silica capillary tubes, (4) detector capable of simultaneous multicolor analysis of dye labeled DNA with a camera detector monitor or multichannel detector, (5) system capable of pumping viscous polymer solutions into a capillary for sequencing DNA, (6) automated sampling and data processing system with computer control, (7) software capable of estimating DNA size based and capable of automatic sequencing of DNA. Applied Biosystems, Inc. is the only known source to achieve a completely automated system to size, sequence, and quantitate nucleic.''All responsible sources may submit a quotation which, if timely received, shall be considered by the agency.'' If no responses are submitted within 15 calender days of this notice, the FBI will negotiate directly with Applied Biosystems Inc., and close September 18, 1995.
