Mauritius has obtained a loan from the international Bank for
reconstruction and Development (hereinafter referred to as IBRD),
towards the cost of mare chicose landfill site and intends to apply
part of the proceeds of this loan to eligible payments under the
contract (hereinafter referred to as the contract) for which this
invitation to bid is issued payment by the IBRD will be made only at
the request of the borrower and upon approval by the IBRD in accordance
with the loan agreement, and will be subject in all respects to the
terms and conditions of that agreement except as the IBRD May
specifically otherwise agree, no party other tham the borroner shall
derive any rights from the loan agreement or have any rights to the
loan proceeds the Government of Mauritius now invites tenders for
construction of the proposed mare chicose landfill site the total
landfill will occupy a 20 hectare area on the eastern side of mount
Vernon and will have a total waste capacity in the order of 2 million
tons the construction contract, contract 1, will include the excavation
and lining of the first phase of the landfill site, the construction of
the reception area, retaining wall, fencing; drainage, leachate and
landfill gas management facilities; landscaping, site access road,
environmental monitoring; ancillary and accommodation works (the whole
being referred to as ''the works'') it is anticipated that contract 1,
with the exception of the accommodation works, will have a completion
period of 35 weeks contract 1 will commence in 1995. This invitation to
Tender is open to any bidder meeting the following requirements and
qualifying criteria (I) a bidder (including all members of a joiat
venture and all subcontractors of a bidder) shall be from an eligible
source country as defined under the guidelines for procurement of the
international Bank for reconstruction and Development; (II) a bidder
(including all members of a joint venture and all subcontractors of a
bidder) shall not be affiliated nith a firm or entity which has
provided consulting services during the preparatory stages of the works
or which has been hired (or is proposed to be hired) as engineer for
the contract; (III) having an annual turnover in construction work of
USDOLS 4 000 000 for the last five years; (IV) having successful
experience as prime contractor in the construction of two projects of
a nature and complexity comparable to the works, each including at
least 30,000 cubic meters of earthworks, within the last five years;
(V) having a project Manager with 10 years' experience in works of a
comparable nature and complexity, including not less than five years as
Manager Tender documents May be obtained from the Director, Department
of Environment and Quality of Life, Ken Lee Tower(Level 2), Barracks
Street, Port Louis, Mauritius against payment of mauritian rupees 5,000
(USDOLS 295). However, to save time, Embassy is prepared to purchase
and forward the bid documents through airborne express to U S. firms.

for transfer to the Mauritius Commercial Bank, Port Louis, Mauritius,
with instructions to pay the amount deposited to the American Embassy,
Port Louis, Mauritius (I) bankers' trust, (II) citibank, and (III)
chase Manhattan to expedite the transfer, the U S. Bank should use the
Mauritius message fm 100 tenders in sealed envelopes should be
deposited in the Tender box at the central Tender board's office, npf

September 27, 1995 up to 13 30 hours at latest bids will be opened on
the same day in the presence of bidders' representatives who choose to
attend at 14 00 hours in the board room, central Tender board's
