Missile Systems Center, Central Theater Processing Program (CTPP)
intends to release a Request for Proposal (RFP) on or about 18 Aug 95.
Refer to the Sources Sought Synopsis in the Commerce Business Daily
dated 05 Dec 1994. The CTPP acquisition is the follow-on acquisition
for Talon Shield/ALERT and will be a full and open competition. The
period of performance of the proposed contract is a 1 year basic O&M
effort commencing on or about 1 Nov 95 with four option years to
continue the O&M services called for in the RFP and a 3 year basic
engineering analysis and development effort with 2 one year options.
The estimated total period of performance is 60 months. The CTPP effort
will be cost-plus-award-fee (CPAF) with a unique acquisition approach.
The available funding will be provided to potential offerors as the
contract price, offerors will bid labor rates, labor mix, indirect
costs, and the number of hours they will provide to accomplish the
effort within the available funding. A Statement Of Objectives (SOO)
and a Work Breakdown Structure (WBS) will be provided offerors in the
Request For Proposal (RFP) in sufficient detail so that offerors can
understand, and propose to, the scope of the effort the government is
seeking. No technical approach will be solicited. Offerors will make
oral presentations, followed by a question and answer session both of
which will be video taped by the government, to enable the Source
Selection Evaluation Team (SSET) and Source Selection Authority (SSA)
to make an evaluation of the offerors capabilities. Offerors will be
allowed two calendar days to update only their cost volume after their
oral presentation and question and answer session. As the oral
presentation and question and answer session constitute discussions,
the submission of an updated cost volume will constitute a limited best
and final offer. Potential prime sources, singularly or teamed, require
experience in all of the following areas: A) N-Source Fusion, B)
National Systems, C) Situational Data Correlation, D) Real-Time Ground
Processing System, E) Large Scale Ada Development, F) Large Scale C
Development, G) Theater Dissemination Networks, H) X/MOTIF Programming,
I) DSP Data Processing, J) N-Satellite Data Fusion, K) Multi-Processing
Environment, L) SGI Networks, and M) Logistics. All responsible sources
may submit a proposal, which shall be considered by the agency. The
successful offeror must possess a Top Secret /SCI Facility clearance
prior to contract award. Potential Offerors requesting inclusion on the
Bidder's Mailing List must specify their interest as a prime or
subcontractor to the Contracting Officer in writing. Those previously
responding to be included in the CTPP Bidders Mailing List need not
respond. No fax responses will be accepted. The government has
established a technical library wherein interested firms may review
documents for the CTPP acquisition. The technical library will be open
from 8:00 am to 12:00 pm and 1:00 pm to 3:00 pm PDT, Monday through
Friday. These times will accommodate three 2-hour blocks of time:
8:00-10:00 am, 10:00 am-12:00 pm, and 1:00-3:00 pm for offeror
appointments. Visits to this technical library will be by appointment
only and will be restricted to three reviewers per firm, per visit, due
to space limitations. As a minimum, all reviewers must have a Secret
clearance and WNINTEL access. Some additional material is classified at
the TS/SCI level. Access to this material must be coordinated
