at the Houston Air Traffic Control Center, Houston. Texas. The scope
of work includes, but not limited to relocation of one existing ceramic
cooling tower cell, the demolition of the existing sump and pumps, the
installation of the new ceramic cooling tower cells, new sump, flume,
and pre-engineered metal pump house; removal of four existing
chillers, two chilled water pumps, installation of five new chillers,
three chilled water pumps, and 8-inch and a 4-inch condenser water
bypass loop; and installation of digital computer control equipment the
associate control valves, and monitoring sensors. A pre-bid conference
will be established at time of issuing solicitations. Estimated price
range is between $1,000,000 and $5,000,000. There will be a $100.00
non-refundable charge for the plans and specifications. The proposed
procurement is unrestricted regarding business size. The BOD is an
approximate date only. The Standard Industrial Classification Code for

Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantaged businessenterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
