The Immigration and Naturalization Service (INS) is planning to release a competitive solicitation for information/communication services. The statement of work (SOW), and other sections of the solicitation, will be available for industry review and comment. The SOW identifies the need for professional public information and communication marketing services to assist in the development and implementation of various agency programs (e.g., the naturalization process). The information/communication services under this contract consists of the following: (1) provide market research for a focused and aggressive public information and education program for the INS, (2) assist in developing a public information marketing communications strategy, and (3) assist in creating and executing a communication marketing plan for a two-year staggered effort that will divide itself into three separate phases: (a) immediate communications about changes taking place in the process, (b) communications aimed at audiences inundating the agency programs, and (c) communications to eligible prospective audiences seeking services.
