COST STUDY. The Air Education Training Command, Randolph AFB TX is
seeking qualified small business/small disadvantaged business firms
under SIC Code 8744 (Size Standard $20 million) capable of performing
BOS services in the functional area groupings of Civil Engineering,
Transportation, Supply/Fuels and Information Management (further
defined below). This requirement does NOT include environmental
remediation services. THIS IS AN OMB CIRCULAR A-76 COST COMPARISON,
MEANING THE OFFER WITH THE OVERALL BEST VALUE FOR THE GOVERNMENT IS
COMPARED TO THE GOVERNMENT'S IN-HOUSE BID. THIS COST STUDY MAY NOT
RESULT IN A CONTRACT AWARD IF GOVERNMENT PERFORMANCE IS CONSIDERED MORE
ADVANTAGEOUS. Only offerors interested in submitting a proposal for the
requirement should respond with a ''capability statement'' identifying
themselves as a small or small disadvantaged business and detailing
all of their relevant technical qualifications. A separate capability
statement should be submitted for each functional grouping. A
CAPABILITY STATEMENT FAILING TO PROVIDE ALL INFORMATION HEREIN
REQUESTED WILL BE CONSIDERED NON-RESPONSIVE TO THE SOURCES SOUGHT
SYNOPSIS. Firms should include, as a minimum, in their capability
statements, 1) Information relative to past performance and experience
in major operating and maintenance of government contracts. This
information should include detailed references (phone numbers, contract
numbers, type of contract and points of contact) to major clients; 2)
Experience in managing a large work force; 3) Experience in mobilizing
a work force, including management, in a new geographic area; 4)
Information regarding facility security clearance and contractor
personnel secret clearances; 5) Information regarding the accounting
system in place and its adequacy to track costs for an incentive type
contract; 6) Experience in handling and storing classified information;
7) Information relative to ability to finance a large service contract.

78150-4434. Please note that AETC has not yet made a decision as to
whether the cost study will be set-aside and that it reserves the right
to determine the appropriate method of procuring the above services
based upon our analysis and evaluation of the capability statements.
The functional groupings are further defined as 1) Civil Engineering
(CE), which includes requirements to maintain all assigned facilities,
associated systems and supporting infrastructure at Tyndall AFB, and
off-base sites to include the missile tracking station antenna and
supporting infrastructure at Appalachicola, FL, the missile tracking
station antenna, cargo pier, and supporting infrastructure at
Carrabelle FL, the utility systems and supporting infrastructure at
Cove Gardens Military Family Housing Area FL, the fuel depot
facilities, associated systems, and supporting infrastructure at
Springfield, FL, the missile tracking station antenna and the
supporting infrastructure at Saint George Island FL, and the missile
tracking station antenna and the supporting infrastructure at Sumatra
FL. 2) Transportation, which includes the following services: traffic
management, combat readiness, vehicle maintenance, vehicle operations,
mobility deployment, disaster preparedness, and other exercise and
contingencies. Familiarity with transportation automated systems such
as CMOS, TOPS, OLVIMS, Registered Equipment Management (REMS), and
Automated Fleet Information System (AFIS) should be demonstrated. 3)
Supply/Fuels, which includes services to perform the management and
operation of the supply and fuels functions including performance of
all Material Management responsibilities in research, processing
customer requests, the control of stock levels and follow-on
coordination, receive/maintain accountability of all auditable
documents, establish/maintain an effective training program, perform
immediate mission capability (MICAP) support, repair cycle management,
mobility bag and weapons management, and ensure a forward asset
supporting training (FAST) operation is established and functioning.
The contractor shall provide fuels support for all assigned aircraft,
subscale drones, etc. Contractor shall manage requisition, receipt,
storage, issues, quality control of petroleum fuels and cryogenics
products. In addition, the contractor shall perform all
responsibilities associated with being AF Standard Base Supply System
(SBSS) software test base. 4) Information Management services which
include Automated Base Publishing Distribution Office and Base
Technical Order Distribution Office, Publications and Forms Management
Office, Administrative Communications, and Postal Service Center
functions. Capability statements should be received no later than 15
calendar days from date of this publication. Please note that RESPONSES
FAILING TO PROVIDE ALL INFORMATION REQUESTED HEREIN WILL BE CONSIDERED
