of intent to issue a Request for Proposal (RFP)5-14963/235 on a
sole-source basis for a firm fixed price contract to Rockwell Science
Center to provide one, mercury cadmium telluride focal plane array,
built upon the NICMOS (for ''Near Infrared Camera, Multi-object
Spectrometer'') Multiplexer (MUX). The NICMOS format was designed by
the Rockwell Science Center to be used for the Hubble Space Telescope
infrared upgrade. This procurement will acquire a high-grade (''science
grade'') extended wavelength replacement of an existing (''engineering
grade'') NICMOS-3 device in order to begin a program of ground based
science validation of a new spectral camera technology. NASA/GSFC
requires an infrared focal plane array with the following
characteristics: 256 pixel x 256 pixel format, high quantum efficiency,
operation to 4.8 microns wavelength, operation at temperatures of 50-55
Kelvin, and the focal plane array must be operated using an existing
electronics interface. Rockwell Science Center is considered to be
uniquely qualified under the statutory authority of 10 U.S.C. 2304
(c)(1), as Only One Responsible Source. Any other persons desiring
consideration are requested to fully identify their abilities in
writing within fifteen (15) days of the publication of this synopsis to
the GSFC Contracting Officer listed above. See Numbered Note(s): 22.
