Upgrade Directorate (SMC/CWG) has established the Ground Systems
Demonstration Laboratory (Demo Lab) at the National Test Facility
(NTF), Falcon Air Force Base, CO for assessing new concepts,
technologies, prototype designs, and associated risks relative to
evolving satellite control requirements for the Command and Control
Segment (CCS) of the Air Force Satellite Control Network (AFSCN),
reference 13 March 1995 CBD announcement ''Space & Missile Systems
Center Demonstration Laboratory COTS Hardware and Software
Examination.'' The following is a list of vendors who have submitted
information based on the above mentioned announcement: Loral Aerosys,
ARINC Research Corp, Harris Corp, Pacific-Sierra Research Corp,
Analytic Graphics, Telesat, Computer Sciences Corp, Applied Technology
Associates, DAB Engineering, Loral Test & Information Systems, Storm
Integration, AMPEX Data Systems, Software Technology Inc, Altair
Aerospace Corp, Autometric, MaK, Gencorp Aerojet, Metrum, Honeywell,
BBN Software Products Corp, ITCN, XTP Forum, Loral Space & Range
Systems, and Loral Federal Services. These vendors are being scheduled
for the Demo Lab based on the priority of functional area
requirements. Products have been requested for the Demo Lab for the
functional areas of Satellite Control Network Resource Management,
Satellite Payload and Operations, Orbit and Attitude Determination,
Test and Training, Telemetry Analysis, Satellite Commanding, and
Automated Operations. Vendors, other than those listed above, unless
those listed above propose a new product, are encouraged to submit
information regarding their product(s) to the technical
point-of-contact listed below. All interested parties should submit a
product data package with the following information: 1. Names, titles,
addresses, and telephone numbers of points of contact for questions
about the data package, 2. A two-page synopsis of the product that
addresses how the product would support one or more of the satellite
command and control system functions listed above, 3. Product licensing
data, 4. A list of at least three customer references who have agreed
to be interviewed to assess product and support quality. Include as
enclosures any other material that you feel would be relevant. The Air
Force will endeavor to provide as many vendors as possible responding
to this announcement an opportunity to demonstrate their products.
However, the period for demonstrations is limited. Thus, vendor
responses will be categorized by functional and support areas and a
timeline for evaluating all products will be determined. Products
scheduled for demonstration will be examined by a government team for
capabilities and characteristics. Each vendor should be prepared to
provide one of the following support options during the evaluation
period. (1) Provide an on-site representative in Colorado Springs for
installation and evaluation support for a period of up to four days.
(2) Provide an evaluation copy, with full and complete installation
instructions, and a telephone number for on-call technical support, for
a period of up to two weeks. The first tier of support would allow a
more thorough product evaluation and real-time interaction with the
vendor. Interested vendors are requested to provide information
voluntarily at no cost or obligation. This CBD shall not be construed
as a request for proposal or as an obligation on the part of the Air
Force or SMC/CWG. The Air Force and SMC/CWG do not intend to award any
contract on the basis of this CBD announcement or otherwise pay for
the information solicited. The Air Force and SMC/CWG do not seek and
will not accept any proprietary or company confidential information.
All information and data presented must be submitted on an unrestricted
basis. Scheduled vendors will be given an advance copy of a commercial
agreement and non-disclosure statement which must be signed upon
