building work by the Ministry of education, science, and culture, and
having a score of at least 1,500 points in a formula for open
competitive bidder's qualification; 3) firms that have, since 1990,
constructed an office or Government building made of steel-framed
reinforced concrete and of at least five stories and 5,500 square
meters in total floor area. Note: only Construction projects in which
bidders have had a 20 percent or greater share are eligible for
consideration; 4) firms that can assign, to the Construction site, a
full-time chief engineer or engineering supervisor who meets the
following criteria: a) is qualified as a certified first-class building
work supervisor or architect; B) has, since 1990, had experience with
a Project as described in item (3) above; and C) in the case of
engineering supervisor, is qualified to supervise designated
Construction work; 5) firms not currently suspended from designation by
the official in charge of outlays of this University; and 6) firms not
related by capital or personnel to the contractors involved in this
