participants must be consortia comprised of two or three firms
pre-qualified for bidding on this Project by the Director of the
Construction Department and that meet the following criteria: 1) firms
that are solvent; 2) firms that have been rehabilitated from
bankruptcy; 3) firms qualified for Construction Works under article 3
of the Construction business law; 4) firms that are sound in their
business operations; 5) firms that have not perpetrated any of the
following Acts in the past two years from the deadline for
qualification screening: a) intentionally carried out poor work or
unfairly cheated on quality/quantity of materials in a Contract; B)
interfered with fair competition, damaged fair pricing, or colluded for
unfair benefit; C) interfered with a winner's signing of a Contract or
interfered with a contractor from carrying out assigned duties; D)
interfered with official staff's supervising or inspecting a Contract;
e) unjustifiably reneged on carrying out a Contract; and F) had
extremely poor records in a Contract; 6) firms not employing as
representative, manager, or staff anyone who has misbehaved per (a) to
(F) within two years of his or her misconduct; 7) firms grade
''a''-qualified for civil engineering/building work by this Authority
for fy 93/94; 8) firms that have filed applications for civil
engineering/building work in qualification screening for this
Authority's fy 95/96 projects; 9) firms that have -- since 1985, as the
main contractor -- constructed either one of the following projects,
including ongoing projects: a) Construction of a tunnel of at least six
meters in outer diameter, using the closed-type (slurry, mud,
slurry-mud-pressure) shield tunneling method, for this Authority, a
pubic subway, a third sector railway company, Japan railway
Construction Public corporation, or a Japan railway company; and B)
Construction of a tunnel of at least 13 meters in outer diameter, using
the closed-type shield tunneling method, in a Project other than
described in (a) above. Note: only Construction projects in which
bidders have had a 20 percent or greater share of involvement are
eligible for consideration; 10) firms that can assign, to the
Construction site, a full-time chief engineer or engineering supervisor
who meets the following criteria: a) is qualified as a certified
first-class Construction supervisor or engineer in Construction under
the engineers law; B) has had experience with a similar Project as
described in item (9) above (similar Project refers to urban Transit
tunneling by the closed-type shied tunneling method); and C) in the
case of engineering supervisor, is qualified to supervise designated
Construction work; 11) firms not currently suspended from designation
by this Authority; and 12) criteria for designated consortium: a)
comprised of two or three firms that meet items (1) to (7) above, and
the same firm cannot belong to more than one consortium; B) all member
firms must have Construction experience as described in item (9)
above; C) all member firms must employ a chief engineer or engineering
supervisor as specified in items (10)-(a) to (C) above, and can assign
him or her to the Construction site on a full-time basis; D) all member
firms must have an involvement ratio of at least 30 percent for
two-firm consortium and of at least 20 percent for three- firm
consortium; e) consortium's representative firm must have Construction
experience as described in item (9) above as a single entity or a
consortium's representative, and must have the greatest share of
involvement among all members; F) consortium is valid from the date of
its designation to the date of completion of this Project, and for
firms other than the bid winner, to the date of Contract signing for
