875-4009 The Ministry of Industry and Trade of Poland invites the
submission of qualification and proposal data (collectively referred to
as the ''Proposal'') from interested US firms which are qualified on
the basis of experience and capability to provide technical assistance
to develop and implement the project. Zielona Gora Heat and Power
Generating Plant Company (ZGHP) is evaluating the development of a
100-MW gas-fired cogeneration plant which is to be owned and operated
jointly with a consortium of European and U.S. companies. ZGHP lack
experience and is unfamiliar with many of the complex contractual
mechanisms and technical, economic and financial analyses normally
associated with the kind of project structure featured in Western-style
joint public-private power development projects. Therefore, ZGHP has
requested the U.S. Trade and Development Agency (USTDA), via the Polish
Ministry of Industry (Ministry), for a grant to be used to obtain the
necessary Technical Assistance Advisory Services from U.S. consultants.
A detailed Request for Proposals (RFP), including the Terms of
Reference and a background definitional mission report are available
from the U.S. Trade and Development Agency (''USTDA''), Room 309,
SA-16, Washington, DC 20523-1602. Requests for the RFP should be faxed
to the IRC, USTDA (fax: (703) 875-4009). Please include: your name,
company name, address, and telephone number. If you would like the
report sent to you via courier delivery service, include the name of
the courier company and your firm's account number. No telephone
requests will be honored. The selected US firm will be paid in U. S.
Dollars from a $160,000 grant to the Ministry by USTDA. Only U.S. firms
and individuals may bid on this USTDA-financed activity. Interested
firms, their subcontractors, and individuals (including employees of
such firms and subcontractors) must qualify under USTDA's nationality
requirements as of the due date for submission of qualifications and
proposals and, if selected to carry out the USTDA-financed activity,
must continue to meet such requirements throughout the duration of the
USTDA-financed activity. Details of the TDA nationality requirements
are included in the RFP, as well as TDA mandatory contract clauses.
Interested U.S. firms should submit 3 copies of their proposal in
English to Roman Luczkiewicz by close of business (30 days) in
accordance with the terms and conditions of the RFP. Evaluation
criteria will consist of the following: 1. Corporate or Individual
Qualifications and Experience (30 points) -- a. Knowledge of the Polish
power sector, independent power developers/producers and of relevant
financial institutions; b. Understanding of technical, economic,
financial, and strategic issues affecting power project financing and
development, including experience dealing with relevant financial
institutions (requirement, procedures, process: ECAs, MDAs, IFC, OPIC);
c. Familiarity with various competitive bidding systems, including the
design and development of bidding systems and procedures and the
evaluation of specific project proposals; d. The candidate/s prior
knowledge and experience will be documented with written descriptions
of specific clients and corresponding projects for whom the consultants
have provided due diligence services. Such documentation will identify
the client's role -- i.e., as an investor, lender, developer, etc. --
and specify the types of advisory services provided, e.g., bid
document preparation and review, feasibility analysis, fuel supply
arrangements, power sales and dispatch, pro forma modeling, appraisal,
environmental permitting, etc.; e. The qualifying consultants will
have a track record of expertise in gas supply and demand analysis,
electric utility integrated resource planning and analysis; financial
and economic analysis; and evaluation of environmental and other
regulations applicable to the energy/power sector and power project
development. 2. Qualifications of Proposed Personnel (30 points) --
Proposed personnel should document their experience consistent with
items ''a'' through ''e'' above. Polish language capability of the
proposed team will be helpful. 3. Technical Approach (30 points). 4.
Experience (10 points) -- Firm or proposed personnel experience in the
technical, economic, financial and overall strategic issues affecting
power or energy sector project financing and development, both
globally and in Poland or Eastern Europe. Private power developers and
producers and other potential project participants are excluded from
bidding on this contract. Price will not be a factor in contractor
selection, and, therefore, cost proposals should NOT be submitted. The
Ministry reserves the right to reject any and/or all Proposals. The
Ministry also reserves the right to contract with the selected firm for
subsequent work related to the project. The Ministry or USTDA are not
bound to pay for any costs associated with the preparation and
submission of Proposals. Firms agree by their response to this
announcement to abide by the procedures established for the
