COMMERCE BUSINESS DAILY ISSUE OF AUGUST 1,1995 PSA#1400NETHERLANDS: DECREE ON FLAVOUR RECOVERY APPLIANCES AT PETROL STATIONS
The following notification is being circulated in accordance with
Article 10.6. G/TBT/NOTIF.95.210. 1. Member to Agreement notifying:
NETHERLANDS. If applicable, name of local government involved (Articles
3.2 and 7.2) 2. Agency responsible: Ministry of Housing, Spatial
Planning and the Environment. 3. Notified under Article 2.9.2. 4.
Products covered (HS or CCCN where applicable, otherwise national
tariff heading. ICS numbers may be provided in addition, where
applicable): Appliance used during the supply of petrol to motorized
road-transport vehicles. It collects flavour escaping from the fuel
tank of the motorized vehicle and returns it to the subterranean tank
of the petrol station. 5. Title and number of pages of the notified
document: Decree on the Introduction of Flavour Recovery Appliances
(Stage II) at Petrol Stations (18 pages). 6. Description of content:
Requirements regarding appliances used to return flavour which escape
from the petrol tank during the supply of petrol to motorized
road-transport vehicles to the subterranean tank of the petrol station.
The Decree provides for phased introduction whereby all stations in
question shall be equipped with such appliances by no later than 1 July
1999. The system shall return at least 75 per cent of the flavour
escaping from the petrol tanks of motorized vehicles back to the
subterranean tank. 7. Objective and rationale: The measures in question
form part of a countrywide programme which provides for the reduction
of the emission of volatile organic compounds (VOC) (KW8-2000). The
emissions of VOC are reduced in order to curtail the production of
ozone, among other things. In this context, the implementation of the
Stage II flavour recovery scheme helps to reduce the emission of the
blacklisted substance benzene. 8. Relevant documents: (a) Decree on
