anticipates a competitive acquisition for the development of the
National Air and Space Warfare Model (NASM), to be used by the United
States Air Force to provide a realistic computer simulated environment
for use by the Air Component Commanders, their staffs, and other
organizations to educate, train, develop doctrine and tactics,
formulate and assess operational plans, assess war fighting situations,
define requirements, and provide operational input to the acquisition
process. United States Air Force Program Management Directive (PMD)
2375 provides direction for the development of the National Air and
Space Warfare Model (NASM). NASM will be developed as a computer-based
simulation system composed of portable, interoperable, and reusable
components within a flexible common framework to integrate
representations of the full range of Air Force missions, which may
stand alone or be tightly coupled with the Joint Simulation System
(JSIMS). NASM will be flexible and extensible to incorporate additional
functionality and evolve to address additional modeling and simulation
user communities and operational needs. NASM must be able to provide
a standalone Air Force training capability and also support the Air
Force's joint training requirements. To support the joint training
environment, NASM must interface with the JSIMS model and simulation.
NASM will develop the required capability to meet the JSIMS initial
operational capability (IOC) date of 1999. NASM will capitalize on the
common services and applications developed under the JSIMS program.
NASM will also make use of commercial off-the-shelf (COTS), Government
off-the-shelf (GOTS), Government furnished items (GFI), and
non-developmental items (NDI) to the maximum extent possible. NASM will
interface with ''real-world'' C4I systems in their native message
formats, to provide more realistic training in the users' natural
environment. Contract efforts will include analysis and identification
of software requirements, software development, software and hardware
integration, and training. Eligible firms must be proficient in the
areas of software development employing object oriented analysis,
design and implementation, modeling and simulation with particular
emphasis on training, distributed computer systems, and computer
security. Experience with computer based training operations at:
Battlestaff Training School (BTS), Warrior Preparation Center (WPC),
Joint Training, Analysis and Simulation Center (JTASC), and other
training and simulation centers is desired. The Government contemplates
a five year an Indefinite Delivery/Indefinite Quantity type contract.

submitting a written request to the contract specialist listed above.
Requests must indicate whether they are a large, small, disadvantaged,
or women-owned concern and specify a contact person with their
telephone number. Additionally, sources shall indicate if they are US
or foreign owned/controlled. Interested firms shall submit their
qualifications and capabilities within 30 days of this publication.
Responses to this synopsis may include papers and/or information on
products or past performance in the technical area of modeling and
simulation. The response should be limited to fifty pages and should be
delivered within forty-five days of initial synopsis publication. This
synopsis is for information and planning purposes only and does not
constitute an IFB or RFP.a commitment by the Government to solicit
offerors. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of the proposals or in the source selection process.
