This Request for Proposal is a source selection procurement for the
construction of 240 units of replacement housing at NAS Lemoore, CA
complete and ready for use. The work includes the design and
construction of housing, site improvements, utility services,
demolition, and all other required improvements, both on and off site.
Construction will accomplished under the ''turnkey'' (design/build)
concept. Consideration shall be given to energy efficiency and reduced
maintenance. Also, consideration shall be given to a development with
a neighborhood identity and focal area (i.e., focal points for persons
to congregate, open spaces, and/or facilities for social interaction).
The project consists of 240 units of new familiy housing. The site is
approximately 33 acres and is currently underdeveloped. All dwelling
units shall be within the site limits as described in the RFP. The
project is composed of the following dwelling unit design types: 120
units JEM-2BR, 60 Units JEM-3BR and 60 Units JEM-4BR. The work also
includes demolishing 240 existing family housing units, utilities and
pavement on a separate site, approximately 69 acres, located in the
Neutra Housing area within the limits indicated and as described in the
RFP. This project is to be acquired by negotiation with qualified
offerors based on technical and price competition. Price and Technical
evaluation factors are approximately equal in weight. Technical Factor
1 will be the Dwelling Unit and Support Facility(ies) Design. Technical
Factor 2 will be the Site Design Engineering, Material Quality and
Maintainability. Technical Factor 3 will be Building Engineering,
Material Quality and Maintainability. Technical Factor 4 will be a
Project Management Plan. Technical Factor 5 will be Past Performance
and Experience of family housing projects similar in scope to the RFP.
Estimated Construction Cost is over $10million. Contract duration is
approximately 450 calendar days. The proposed contract is UNRESTRICTED.
(IF THE PRIME CONTRACTOR IS A LARGE BUSINESS, A SUBCONTRACTING PLAN
WILL BE REQUIRED) The Standard Industrial Code (SIC) is 1521 and the
related small business size standard is $17million. Offerors shall
request a copy (one per customer) of the solicitation IN WRITING
stating RFP No. N62474-95-R-2851 with complete company name, address,
area code and telephone number, point of contact and identify company
as a supplier/subcontractor or prime. Telephone requests WILL NOT be

24 August 1995 on a FIRST COME, FIRST SERVED basis until supply is
exhausted. No deposit is required. All qualified, responsible sources
may submit a proposal which shall be considered by the agency. NO BID
