Federal Railroad Administration (FRA) intends to negotiate on a sole
source basis with the Association of American Railroads (AAR) to
produce a video which will address the types and causes of freight car
derailments. The video will require a discussion of three categories
of freight car derailments which include: catastrophic, vehicle/track
interaction, and human factors. In producing the video, the contractor
will be integrating a body of information previously developed by the
AAR under other FRA task orders, and from other information available
to AAR as a result of its own independent research efforts. The
previous working knowledge gained by the AAR in areas such as flange
climb, dynamic rock and roll characteristics, and track buckling issues
makes the AAR uniquely suited to perform the proposed effort.
Consequently, the FRA intends to conduct the proposed efforts through
a task order issued under the FRA's existing facilities management
contract with the AAR. The level of effort to be associated with this
task is anticipated to be less than one-half person year. The
applicable authority for this announced intention is that under 41
U.S.C. 253(c)(1), as implemented by FAR 6.302-1, ''Only One Responsible
Source.'' This is not a competitive procurement and no RFP is
