and Maintenance of potable water and wastewater systems located at US
Army ARDEC, Picatinny Arsenal, NJ. This includes operation, repair, and
maintenance of exterior fire protection systems including valves and
hydrants, pumping stations, floor meter stations, and force and gravity
mains and laterals. There are approximately 200 potable fire hydrants
located throughout the Arsenal. The contractor shall furnish all tools,
confined space entry equipment, vehicles and equipment necessary for
the normal operation of the facilities. Contractor shall operate,
inspect, maintain, and repair the water production and treatment
facilities and distribution systems (this includes four (4) wells and
six (6) storage tanks). Contractor shall operate and maintain the water
treatment plant and all associated facilities 24 hours a day, 365 days
a year to ensure water meets quality requirements of the National
Primary Drinking Water Regulations, National Secondary Drinking Water
Regulations, and all Federal, State, and Army Permits and Regulations.
The water treatment plant is a 4800 square foot facility with a design
capacity of one (1) million gallons per day (MGD). The average flow is
.75 MGD. Water treatment consists of adding chemicals, filtration, air
stripping and disinfecting water drawn from four wells. Contractor must
ensure 20 p.s.i. to satisfy water needs in each portion of the system.
The water distribution system consist of approximately 70 miles of
main and branches of various size consisting of a variety of material
to include, but not limited to, cast iron, ductile iron, asbestos
cement, copper and galvanized pipe. Storage tanks consist of two (2)
ground level tanks (120k gallons each), three (3) standpipe tanks (two
(2) each at 200k gallons and one (1) at 300k gallons), and one (1)
concrete tank at 500k gallons. The wastewater treatment plant is
permitted by the State for 500,000 gallons discharge per day and
permitted by Rockaway Valley Regional Sewage Authority for a daily
maximum of 2,000,000 gallons with a 500,000 gallon daily average for
the month. Treatment is accomplished by primary (Imhoff tanks),
secondary (stationary trickling filter) and tertiary (clarifier)
processes. The treatment plant was built in the 1940's. The contractor
will be responsible for the collection system within the confines of
the installation. There are three (3) main pumping stations that pump
to the head of the treatment plant. These are augmented by twenty-one
various size lift or ejector stations. The collection system is
interconnected by approximately 40 miles of main line. The contractor
shall prepare all necessary permits for the operation of the systems.
All supplies and materials necessary for the performance of this
operation will be supplied by the contractor. The contractor shall be
responsible for maintaining complete and accurate records of all
reimbursable materials, supplies, and parts used. Contractor must be
licensed in the State of New Jersey. Period of performnace will be one
(l) year from date of award with four (4) one (l) year options.
