J -- LIFE CYCLE CONTRACTOR SUPPORT (LCCS) FOR THE TACTICAL ENGAGEMENT SIMULATION (TES) TRAINING DEVICES SOL N61339-95-R-2001 POC Teri Greenwood, (407)380-4084, contact; Richard L. Mitchell, (407)380-4028, contracting officer The U.S. Army (USA) Simulation, Training and Instrumentation Command (STRICOM) has a requirement for LCCS for the present and future family of TES training devices (e.g., Multiple Integrated Laser Engagement Systems (MILES), Simulated Area Weapons Effects- Radio Frequency (SAWE-RF)/MILES II, Air to Ground Engagement Systems (AGES) II, and Avenger). Approximately 900,000 TES training device assemblies are currently supported by LCCS. TES training devices are deployed world-wide at USA, U.S. Marine Corps, U.S. Navy, and U.S. Air Force installations with maintenance sites located at a number of the facilities. LCCS for the TES devices will require repair of all assemblies, to include supply support; TES training support for the military users; support for Combat Training Center (CTC) exercises; maintenance support for Weapon Effects Signature Simulators (WESSs); and TES systems warehouse work at requiring site(s). The contract will also contain provisions for services/supplies for operations which cannot be definitized prior to contract award. The Contractor will be required to have the capability to provide all maintenance and supply efforts, for the TES family of systems assemblies, to maintain a fifteen (15) day turn-around-time (TAT). This support shall include both in-plant and on-site capabilities, to include supply support, to operate a world-wide maintenance activity capable of supporting the TES family of systems. TES training support for the military users will be provided by trainers who teach installation, operation, and troubleshooting of TES equipment and who provide controller training on how to plan, prepare, and conduct a TES exercise. Support for CTC exercises will be provided by contact teams. Contact teams consist of technicians who install, troubleshoot, and deinstall TES equipment at training staging areas and work in the field during training exercises to troubleshoot and direct exchange TES equipment. Maintenance support for WESSs will include maintenance of Hoffman devices and associated systems at requiring sites. TES systems warehouse work will include scheduling, issuing, receiving, and operational checking of TES equipment at requiring site(s). The performance period consists of a three (3) month phase-in period (starting 1 April 1996), a base year of six (6) months, and two (2) option years (ending 31 December 1998). This will be a two-step sealed bidding acquisition in accordance with Federal Acquisition Regulation (FAR) Subpart 14.5. The provisions of the Service Contract Act will apply to this contract. A preproposal conference is anticipated, but specific details will be provided in the formal Request for Technical Proposal (RFTP). The anticipated RFTP issue date is 5 September 1995.
