Borrow material will be obtained from an area located on the government installation. Clear existing vegetation, place fill material, erosion control measures and seed over all disturbed areas. For the purpose of determining small business size status, a small business is one, including its affiliates, whose average annual gross receipts over the preceeding 3 fiscal years does not exceed $17 million. This acquisition is issued pursuant to the ''Business Opportunity Development Reform Act of 1988'' and subsequent award will be subject to the Small Business Competitiveness Demonstration Test Program; therefore, this acquisition is unrestricted. Funds are not presently available. No contract award will be made until such time as appropriated funds are made available from which payment for contract purposes can be made.
