The proposed contract is a 100 percent set-aside for small disadvantaged business concerns (SDB). NOTICE TO BIDDERS: This project is being set-aside as an SBA Section 8(a) sole-source procurement, but due to time and funding constraints it is hereby being issued concurrently as an IFB, while negotiating with an 8(a) firm. Only in the event where negotiations fail will we use the IFB process to award this solicitation, therefore, if negotiations are successful, this IFB will be cancelled. The work consists of constructing a mezzanine (for weight room) at Building 665, Fort Shafter. The work includes construction of framing and flooring, stairs, windows, installation of mirrors, ventilation, lights, electrical outlets, and painting. Work will also include repairs to the racquetball courts to include resurfacing of courts and repairs to walls and ceilings. The estimated cost of the proposed project is between $250,000.00 and $500,000.00. Solicitation to be issued O/A August 11, 1995. Documents to be available at $32.00 per set of specifications and full-size drawings. Checks and money orders to be made payable to the U.S. Army Engineer Division, Pacific Ocean, and mailed to Finance and Accounting Officer, U.S. Army Engineer Division, Pacific Ocean, Fort Shafter, HI 96858-5440, or handcarried to Room 115, Bldg 200, Fort ihafter, HI. Payment will not be refunded and specifications and drawings need not be returned. However, in the event the IFB is cancelled, the cost for Plans and Specifications will be refunded. See Note 4.
