required by P.L. 104-355 and the implementing Federal Acquisition
Regulation, the Senior Procurement Executive of the U.S. Department of
the Interior certified interim FACNET capability on July 3, 1995, for
the following Department of the Interior contracting offices to the
Administrator, Office of Federal Procurement Policy: U.S. Geological
Survey at Reston, VA, Denver, CO, and Menlo Park, CA; Bureau of Mines
at Washington, DC, Denver, CO, and Pittsburgh, PA; Minerals Management
Service at Herndon, VA, Denver, CO, and Metairie, LA; and Bureau of
Reclamation Denver Service Center (RSC), Denver, CO. Each of these
sites meets the requirements of the law and the Federal Acquisition
Regulation by having the ability to electronically provide widespread
public notice of contacting opportunities, including public access,
issue electronic solicitations and make them publicly accessible, and
receive electronic public responses (quotes) and associated requests
for information. These sites are operating through the Federal
Acquisition Computer Network (FACNET) network entry point at Columbus,
Ohio and providing electronic commerce traffic to all participating
Value Added Networks and their client trading partners. Unless
otherwise authorized by the Contracting Officer, these offices will not
accept non-FACNET quotes on FACNET requests for quotations after
