Herting, 202/326-4160 The Pension Benefit Guaranty Corporation wishes to award an extension of one year from October 1, 1995 through September 30, 1996 on a sole source contract to a field benefit administrator currently performing participant administration services. The services sought include the following: responding to inquiries, reviewing and processing new retirement applications, calculating final guaranteed benefits, adjusting benefits, processing death notifications which includes placing surviving spouses/ beneficiaries in pay status, authorizing payment updates, providing notifications in accordance with plan provisions and PBGC regulations and policies, monitoring plan earnings limitations and establishing permanent plan and participant files. This is a continuation of work already being undertaken by an existing provider. The provider has unique capabilities and knowledge gained from years of specialized experience with the plan. The provider's knowledge of the former plan sponsor's personnel practices provides for a unique perspective and understanding of the plan's provisions. It is the PBGC's belief that a local presence facilitates a harmonious relationship with participants and provides expeditious transmittal of information between the participants and PBGC. PBGC believes, in view of the provider's familiarity with the procedures, and the considerable amount of time already spent in the project, that the provider is uniquely qualified to perform the duties of the contract without an undue amount of assistance from the PBGC.
