The following criteria, in descending order of importance, will form the basis for evaluating technical proposals (1) Demonstrated experience in fair market value estimation and evaluation of fee simple interests in large residential and commercial projects within the nine Bay Area counties of San Francisco, San Mateo, Santa Clara, Alameda, Contra Costa, Solano, Napa, Sonoma or Marin (2) Demonstrated experience in evaluating leases of large residential (50+ unit) and commerical properties within the nine Bay Area counties of San Francisco, San Mateo, Santa Clara, Alameda, Contra Costa, Solano, Napa, Sonoma or Marin (3) Demonstrated satisfactory past performance in making fair market value appraisals for Federal Agencies (4) Demonstrated understanding of the Scope of Work and the appraisal and evaluation problems (5) Demonstrated experience in valuing and evaluating properties for which there are few comparable sales extending over time and an ability to analyze elements of comparison which the market would recognize for such properties.
