The U.S. Army Construction Engineering Research Laboratories (USACERL) requires engineering, architecture, and construction related studies and other research assistance to the Engineering Processes Division of the Planning and Management Laboratory. More specifically, activities shall include, performing literature searches; developing the criteria for data acquisition; performing analyses throughout the facility life cycle and developing econometric models; performing research and developing models using advanced methods; performing research to identify and validate the applicability of ``Knowledge Bases and AI Methodologies,'' developing simulation models for use in the decision-making process; performing research to identify requirements and data representations for an integrated information model; performing research to develop graphic models from semantic representations of facilities; performing research to develop generative spatial grammar models, inference engines and methodologies; performing research to develop collaboration methodologies supporting the full spectrum of engineering processes throughout the facility life cycle; performing research to develop methodologies supporting the engineering process during facility delivery of recurring facility types; designing and developing construction planning management and quality assurance methodologies; performing organizational analyses; and performing research on methodologies for the development of user models. Services to be provided will be accomplished through a fixed price indefinite delivery, indefinite quantity contract with a maximum ceiling of $2,000,000 over the life of the contract and a maximum delivery order limitation of $250,000. The contract will include a basic year and three option years. Multiple awards may be made under this solicitation.
