REHABILITATION OF CARRIAGE ROADS TO ACADIA NATIONAL PARK. POC Richard
J. Armenia, Contract Specialist, 617/223-5155. The National Park
Service intends to issue a modification to its existing contract with
Harold A. MacQuinn Inc. for rehabilitation of approximately two (2)
additional miles of historic carriage roads in Acadia National Park.
Harold MacQuinn Inc. is now completing the work of restoring twenty
(20) miles of carriage roads under the current contract for which it
successfully competed. During the design phase for rehabilitation of
the carriage roads, the Government spent considerable time and expense
to develop the appropriate specifications for the aggregate materials
required to rehabilitate the carriage roads. To do the work of the
present contract, Harold MacQuinn Inc. purchased and modified existing
aggregate crushing, processing and blending equipment to create a
facility which would produce aggregate materials meeting the
Government's minimum requirements. By utilizing the current contractor
as the sole source for the additional 2 miles of road rehabilitation,
the Government will benefit by those efforts already expended to
secure the specialized aggregate materials required by the contract.
The work required under this additional procurement is identical to the
work the contractor is currently performing. Harold MacQuinn Inc. owns
the source (basic raw materials) and produces the highly
specializedaggregate materials required for rehabilitation of the
carriage roads. Because of the contractor's mining, processing
facilities and highly specialized equipment, an award to any other
source would result in substantial duplication of cost to the
Government that is not expected to be recovered through competition.
Based on the response to the competitive bidding process for the
current project and knowledge of the local sources, there are currently
no other known area sources available to provide large quantities of
specialized aggregate materials. Harold MacQuinn Inc. possesses the
facilities necessary for completion of the additional work and
possesses considerable knowledge, expertise, and experience in the
rehabilitation of the carriage roads in Acadia National Park. This is
