Attn: J. Adamo Provide all labor, material, equipment, transportation,
and supervision necessary to replace fence and repair tower foundations
at Plum Island, Newburyport, MA (Essex County). Demolish and remove 85
lf of 6' chain link fence with 3-strand barbed wire around a 100' high
site tower and adjacent equipment building. Approx. 875 lf of barbed
wire and supporting arms on existing fence to be removed as a safety
hazard. Relocate approx. 10-15 scrub trees to install the new fence.
Approx. 18 cf of tower foundations shall be taken down to sound
concrete, cleaned and resurfaced to present dimensions with
cementitious repair materials. Includes replacement of grout between
each tower base and foundation. Estimated cost of this project is
between $25,000.00 and $100,000.00. Solicitation packages to be
available on or about August 10, 1995. There is a $20.00 non-refundable
charge for the bid package which may be obtained by writing to:

unrestricted and is being issued pursuant to the Small Business
Competitiveness Demonstration program. THIS NOTICE IS FOR INFORMATIONAL
PURPOSES FOR MINORITY, WOMAN OWNED, AND DISADVANTAGED ENTERPRISES: The
Department of Transportation (DOT) Office of Small and Disadvantaged
Utilization (OSDBU), has programs to assist minority, woman-owned, and
disadvantaged business enterprises to acquire short term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
payment, and performance bonds up to $1.0 million per contract. The DOT
provides an 80% guaranty on the bond amount to a surety against losses.
Loans are also available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
