B -- SCIENTIFIC AND TECHNICAL ANALYSIS TO SUPPORT NAIC'S REQUIREMENTS ON ELECTRONIC AND ELECTRO-OPTIC SYSTEMS/SUBSYSTEMS OF WORLDWIDE COUNTRIES, EXCLUDING THE UNITED STATES AND ITS TERRITORIES POC Melanie Moore/Contracting Officer, Patricia Blakely, (513) 255-3273. The National Air Intelligence Center (NAIC), Wright-Patterson AFB, Ohio is contemplating a five year, single-award contract to provide NAIC with completed analysis evaluations to support NAIC's-role as a threat manager on foreign electronics which may be required to support intelligence, research and development, test and evaluation activities, operation warfighters, and policy makers. Specifically, this effort will support NAIC in developing estimates of capabilities, limitations, reliability's, and vulnerabilities of the various systems/subsystems. This requirement was advertised in the 6 Mar 95 edition of the CBD as a sources sought synopsis. This notice is the presolicitation notice for this acquisition. The formal RFP will be released approximately 15 days after publication of this announcement. Offerors will then have 30 days in which to respond to the RFP. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential Offerors, when an Offeror prefers not to use established channels to communicate his/her concerns during the proposal development phase of this acquisition. Potential Offerors should use established channels to request information, pose questions, and voice concerns before resorting to use the Ombudsman.
